The option is there to turn the tributary into a vassal, but I have a negative score (-41) to actually do this. In essence, a Tributary is a more independent vassal that you cannot really control. Now that you're part of a federation there's no way for you to actively ask for independence. I play tall and use tributaries. This is my first game of Stellaris, I turned a sector I conquered into a Vassal early on because they were seriously generating sprawl. Select a planet within a Sector you control and navigate to the “Governor” screen. Stellaris. Vassals stay basically the same as they are now. They cannot claim systems or engage in diplomacy.
